Discrimination and blocking of normal family life

I live in Quito, Ecuador and my experiences with the German embassy there are very bad!
For a long time period of many months it has been totally impossible to get an appointment in order to apply for a visa.
They say on the phone they put new possibilities for appointments online all the time, but no matter at what time you try, there is nothing available. If you go there in person and don’t have an appointment, they refuse to see you.
AND at the same time you don’t see any people, who actually go to appointments there. If it were really so busy, you would see people go in and out all the time, I suppose.
My husband is German and lives in Germany. We got married 1,5 years ago.
I study veterinary medicine in Quito and have to work very hard for that.
I also took online classes in German, but because of my studies I don’t have very much time and didn’t manage to get the A1 yet.
We tried to get a national visa many times and even though I to learn German since more than a year, I am refused the national visa, because I cannot show the A1 yet.
After 1 year of trying hard, a family should really be allowed to live together.
Now we try in vain to get an appointment to apply for a Schengen-visa instead, because they refuse to give me the national visa.
I want to finish my studies in Quito anyways, but definitely want to visit my husband during semester break.
BUT IT IS IMPOSSIBLE TO GET AN APPOINTMENT! We really don’t know what to do anymore.
The embassy doesn’t help people! We think this is a scandal! What they are here for, we really don’t know.
